Nope... Because you still have a choice. You can choose to walk out of the venue and buy water down the street at the mini-mart.
Price gouging is usually only illegal when there is a crisis and prices are artificially inflated.
InOntario, there is currently no legislation making price gouging illegal, even in a crisis. Apparently the Liberal Government is looking into it.
