the new TDSC RAVE PROTOCOL was passed. this sets up a clear procedure for promoters to follow when throwing events. at this point, promoters must follow the protocol if using a city-owned venue. promoters using private venues are *strongly urged* to follow the protocol as well but there is no way to enforce this until the province passes enabling legislation (which will likely happen this fall). once the province creates the enabling legislation, the protocol will likely be enacted as a by-law. at that point, all promoters will have to follow the rules whether using public or private venues.

the main things that happened today are as follows:

1. the ban on having raves at city-owned venues was lifted. (by a vote of 50 to 4)

2. the rave protocol was passed. (by a vote of 50 to 4)

3. clarity was added to the police portion of the protocol. now, police have to use "past historical practices" as a guideline in determining numbers of PDOs. also, the police have to give written reasons when deciding on a number. this is *crucial* because it adds clarity and accountability to the whole process.

4. *i-dance* will be an annual event to celebrate electronic music culture in toronto. this was olivia chow's motion and when it passed, city council erupted in applause.

that's about it. i'll post more details about the protocol when i receive an electronic version from the city. and we'll probably organize a large promoters meeting sometime in the near future so that everyone will know the rules and guidelines.

i should add that, even though promoters using private venues are not forced to follow the protocol, they should keep the following in mind.

the city is keeping a list of *good promoters* and *bad promoters*. if you demonstrate to them that you are willing to work with them, then they will treat you fairly once the protocol becomes a by-law. if not, then you will have a very hard time getting city approval once the by-law is passed. (and the new by-law will likely include severe fines for anyone trying to throw an event without following the guidelines.)

and before anyone starts in with "rules suck" arguments, please read the protocol. it is not all that onerous. promoters should still be able to throw unique creative events without a whole lot of interference from the authorities.

considering the alternative (some councillors were pushing for an all-out ban), the result today was very positive.

So are all those suggestions made after the Alan Ho "Trail" thing law yet? Like the 16+ thing? I know it's a suggestion to all promoters to maker their party's 16+ BUT is it a law yet?

3. good promoters & bad promoters !! yeah !! finally someone can keep tabs on the likes of lifeforce [especially DOSE] and citrus, and can make their lives miserable hehe

Anyone who can post the names and ridings of the 4 that voted against, that'd be awesome!
Especially since their office fax numbers are in the blue pages of the phone book, and FYI any toronto city councillor can be contacted by email: councillor_LASTNAME@city.toronto.on.ca

i-dance annually? that's fabulous... and that means it can be held on a weekend next time around which eliminates the 5 hour limit on the entire thing! great stuff...

i sure hope next year's event is as non-commercial as possible, during the day, and spread out through the downtown core a bit... i.e. find a way to book grange park for a second stage sorta thing! awwh its a little early for planning though...

and yes, can the names and email address of the four who were against be posted so we can all send them sometin nice in the mail? =)

hey *myrana*: i made those ravers are voters signs.

this is great news - especially the part about the police having to use past practice as a guideline and being held accountable for their decisions in regards to assessing the number of PDOs for a party.

i left the city council meeting yesterday extremely frustrated at the police force's apparent lack of accountability re: PDOs.

i'm glad that that has changed!

and i am also incredibly glad about idance becoming an annual event.
